She's 25 and I'm 19. We think our parents will be okay with it but I'm not sure we should. So far all we've done is make out once. She wants to get more serious and I am so confused.

If you're in the US - there may be a State Law against it.
Otherwise - as long as she's your STEP-sister, not your HALF-sister, there's nothing immediately against it.
But! You're 'family'. There could be all sorts of complications from intolerant people on one or other - or both - sides of the families. Plus your own and your "parents'" attitiudes may change - this is if you mean 'hook up' in a permanenet sense.
More importantly - and you might dismiss this as old-fashioned - you are only 19. Even if she were your own age - it might be better to take 'Time Out'. The fact that she is six years older makes quite a difference in reality. Give it a year or two, at least. If you can't stop 'loving' her - as against 'lusting for' her - then it might be time. By then you might have been able to talk to other family members and see how they feel, too.

If you do this most likely you're going to mess up family relations, it gets twisted when you start going through a relationship within the family even if not blood related, but if you have feelings for her go for it, you both seem old enough to know what you want and neither of you are blood related, just know consequence and be sure you can deal with it.

That might be a bad idea because you are going to have to live with her pretty much for the rest of your life and if you later change your feelings towards her things could definately get sour. You may need to tell her now before she gets too attatched. Don't you think that it will be wierd when you actually find a girl you like. It will be having a pshyco ex-girlfriend for the rest ot ur life...BLAH

It's not necessarily wrong, but It would be a bit strange. It could also ruin family relationships. It's a difficult situation to analyze without knowing personalities or the family. Just listen to what your heart is telling you.

Can you see yourself in marriage after this, or is it going to be a on night stand, or something inbetween? This is a big one. If she is going to get married to some other guy soon, you better. If she is going to get married to you, you better. If you have never been good with a woman, and you think this is your big chance to get some practice, YOU BETTER NOT, because it will probably end in her making fun of your pecker, or you love making skills until death.

it's disgusting
and although you're not blood related
in the future, it may be incredibly awkward
I suggest you hold back
hook up with one of her friends...
and get past everything you've already done

Yah, that is a really bad idea.
She will be in your life forever (as your sister) and chances are this relationship won't. You don't want that baggage.
Just stop with that one make out and leave it at that.

they made a movie about that its called DELIVERENCE!!! Dude that is just wrong..no matter how you look at it its still family. you need to look outside the home for some tail dude. get a lock for your door or what ever but DONT DO THAT!!!!
