am clueless about cigars, I wanna spend about 15 bucks, yea I'm cheap. But anyway, what is a good cigar to purchase for him. No I cannot obtain cubans

There are Shops that sell nothing but fine cigars, tobacco, international cigarette brands etc. you need to ask an expert for help with this.
