Old and cheap DVD players typically don't read DVD-R's. There is only way to find out, right? Try one. If you have the manual or look on the manufacturer's web site, it will list whether it supports it or not.

I have found that cheap and brand-x DVD players will read it, but the video will be choppy or skipping randomly throughout the movie.

If you have a name brand like JVC, Sony, Sharp, there is a good chance it will ready a burned DVD movie.

The newer and higher quality the DVD player, the more likely it will read DVD-Rs
DVD+Rs are slightly less compatible with DVD.

My PS2's DVD player plays them with no problem (except the occasional disk that wasn't EXACTLY in spec)

This depends on your DVD player. If you have a very old one it probably won't. I have a cheap durabrand from wall mart that cost me $30 and it plays them.

Most of them do. I know ours does. It's a Toshiba... about 6 months old.
