It is a little weird if the kid was never held back, but if he was even held back only for 1 year I don't think it's that weird. Dating in high school is more about age than grade level

No. but if you are a minor and he is legal it may cause sum problems. If your parents don't want you to even if you haven't had sex they can pull a statiatory rape on him. But if everything is cool go for it girl.
