apartment and school? I've been told that they want to develop some palces over there and people from some islands even the states already go over there like that. if anybody kbows please let me know.

That must have been a nice dream. No I doubt it, since they don't do that for Canadian Citizens. If you want to get a work visa in Canada you have to get a company to hire you first. You can also study in Canada as a foreign student, but the tuition fees are higher. You might be eligible for scholarships (I say might, because most of them probably require that you be a citizen) but the competition is steep so you would have to be a straight A student. You also have to pay rent wherever you live...

I don't know of a Canadian government program that will pay people from other countries to study and work in Canada. With that said, many universities in Canada may offer scholarships to students. People would have to look up universities on the web. Some major universities in Canada include the University of Toronto, McMaster University, University of British Columbia, York University, Queens University and Dalhousie. I'm not sure if the scholarships are ever for foreign students, but it's worth checking.

There are some government programs to help people come to Canada to work. You could look into the Skilled Worker Program or the Live-In Caregiver Program.
