what does this mean?

If it's just one eye, there may be something under the 3rd eyelid or it could be an infection.
If it's been sneezing at all; it's a cold.
If it also has a runny nose; it's a flu.
Also, it could be conjunctivitis if the rim of the eyelid is pink.
Take it back to the shelter and get their vet to look at it. It
shouldn't cost you anything as that's how and where you got the kitty.

It is most likely an eye infection. Most feline eye infections are caused by the Herpes virus, though Chlamydia (a bacteria) may be the causative agent or a concurrent infection. Most vets will treat with antibiotics, most likely Clavamox, which is basically amoxicillin. It is very easy to administer, and is usually given twice a day, orally (as a liquid, not a pill) for 7-10 days.
This is a very common problem in shelter and homeless cats. I recently had a foster cat with the same problem and it cleared up very quickly with some Clavamox. I am also a veterinary nurse, and have worked with many cats with the same problem. It is safe for your children and yourself to handle the cat.
The other possibility is that your cat has a corneal ulcer or scratch on her eye. The will be able to look at her eye (she may have to flouresce, or stain, it) and see if this is an issue. If it is, the course of treatment may be somewhat different. She may prescribe artificial tears, antiinflammatories (such as prednisolone) and/or p;ain management (such as atropine).
Either your vet or the shelter vet should be able to help you determine what the underlying issue is. Most eye issues are easy to treat and resolve fairly rapidly.

One of my cats had the same problem when she about 8 weeks old. First her eyes were watery, I waited to see if it cleared up on its own, but it didn't. It got worse and her third eyelid came out and she could barely open her eyes. I took her to the vet and it was an infection. The vet gave her a shot of antibiotics and it cleared up within a day.

Take the kitten to the Vet or else take it back to the animal shelter and ask them to help you get it some medical care, if you cannot afford the vet.

Check whether there's any irritant (any small particle). Or take the kitten to a vet to have it checked.

may be an ulcer if there is greenish yellow discharge it's an infection and taker her to the vet

Watery?like really drippy?then..it's ok...if u mean really crusty...then it's ok still...but if it's really pink and it won't go away then get it checked...
