5) There shouldn't be a "make" because it is future tense. Use "going to"
7) Instead of "has" use "will" instead of "is going to"

3. He's angry because she is starting/will start university next week. [Both are correct]

4. According to the schedule, the bus leaves/will leave at 3 o'clock. [Both are correct]

5. What are you cooking for lunch? I make/will make soup. [Both are correct, I think, although I would say "I am making soup"]

6. As soon as it GETS going to get rainy, go home. ["Is going to get rainy" is awkward]

7. Mom is going to have a baby next month. [NOT "has"]

8. The driver is going too fast. He's going to crash. [It is correct to use the future tense here, not the present progressive.]

when I see him is correct. will see him is not.

3. He's angry because she is starting/will start university next week.

she will start university is correct, but both these are British usage. An American would say ..."she will start going to the university" or "she will go to the university"

6. As soon as it gets/is going to get rainy, go home.

1, 2, 3, 4 all seem OK.
5 ought to be...I will make soup, not I make soup.
6 neither answer looks optimal, consider "As soon as it rains, go home", but "gets rainy" will do.
You could make it conditional with, "IF it gets rainy, go home"
7 "is going to have" > future, it will happen
8 "is going to crash" > future, it will happen
