Tell them anyway, and if you are a technician, make sure you make a written note of it, so that you can prove that it was brought to their attention, then if bad things happen, you can prove that warning was given.

If you are the driver and you knowingly drive with bad brakes you are the one who bears the responsibility. You need to refuse to drive the bus with bad brakes. I know i drive a tractor trailer and its easier said than done to refuse when your job is on the line but think about the lives that is put in danger when those buses are put on the road. If you are a passenger you could report it to the department of transportation.

I drive a tractor-trailer, often in hilly country and if my company won't fix defective brakes, I'm going feel that it isn't worth the risk & if they retaliate by firing me, then I will report them to the D.O.T. Fortunately I don't have that problem but there are many that put profits before people and because they know the driver will bear much of the responsibility in the event of an accident.

if you know they will get mad if you tell them, or if they already know and don't want to fix it, call the Department of Transportation and report them! Would rather get them in trouble than for people to die, ultimately if you are the only one that knows about it and someone dies, YOU are responsible.
