Definatly adopt. Cheaper, and you're saving an animals life for real. Shelters have all breeds of dogs and if you can't find the breed your stuck on, try a breed-rescue. You also want to consider your lifestyle when you look for a dog. Also, you want to consider the potential dogs personality.

I'm With Everyone Elso On going to The Shelter Or Petfinders, But I...if you must have something with Papers You need to google Toy Breeds And see What Qualities the Breeds have that you are looking for..Do you want a quiet dog? A high Energy? Is it going to be in the house full time? Some breeds are harder to house break.Terriers(most of Them) are a Huge dog in a little Body...Jack Russels Are like Beagles on Crack! Dacshunds shoud be in the Terrier Group.Fluffy Foo Foo Dogs Require Grooming Every 6 weeks at least that can get pricey(I have 2)What do you plan to do With the dog? Any Sports? They have some Small Aussies that are Awesome But They need a Job..A Ball to Chase and someone to throw it Dailey.....Good Luck

You can usually go to your local animal shelter, and tell them you want a small dog. If they don't have any in that day, they'll take your contact information, and call you when they do get a dog that's in the range of what you want. Ours does this, and I think it's such a great service.
Be prepared that there may be a short waiting list, but it will save you a few hundred dollars. If breed isn't very important to you, you can also go with a small mixed breed. Our shelter has had poodle, chihuahua and rat terrier mixes come through that are all so tiny and precious. :)

I've always found that mixed breeds have better temperments than purebred dogs. You could check out local shelters and see if they have any puppies. The only problem with this is sometimes they don't do a very good job predicting how big they'll get.
If you have your heart set on a purebreed, my mom just got a Shi Tzu. They stay very small. Hers is really sweet and they don't shed (though they grow VERY long hair, so they require either frequent haircuts or daily grooming).

Your best bet, is to keep watch at local shelters & rescues, until you find the perfect small breed (probably mixed breed) for your living conditions.
In most cases, the small breed purebreds are extremely costly, and almost impossible to find for $300 or less. But the adoption fees for small dogs, even the purebreds, can be within your price range, and you'll be saving a life.

There are lots of choices and certainly a shelter adoption is good. Consider breeds or mixed breeds of any of the following:
Cairn Terrier (super great dog)
Pomeranian (a fluffy dog)
Tibetan Spaniel
Norfolk Terrier (very sweet)
Norwich Terrier
Japanese Chin (very 'showy' pretty)
Australian Terrier (cute, energetic)
Brussels Griffon (nice dog)
Border Terrier (great dog)
Dachshund (can be very fun and cute)

Yup. Go to your local animal shelter. They often have dogs under 200 dollars. They have all ages, sizes, and breeds. Changes are, you'll find the perfect dog for you. However, you sould do some research first. Going to the bookstore, and finding the perfect breed that matches your personality, and knowing exactly what breed you want can make it easier to find a good dog. Then, you can go to websites like
a. breeders.com
b. petfinders.com
c. local shelter's websites
d. local newspapers classifides website
and other sites looking for that specific dog.
For instance, English Springer Spaniels fit the kind of dog I want. I can search on those websites for ESS, and google search ESS and my town, and come up with tons of avaliable ways to adopt ESS. :)

Although all dogs are beautiful in their own way, I'm a Chihuahua lover. I have #5, and would not trade them for anything. They run anywhere from $300 and up. They are loyal, loving, protective, love to cuddle, fun to dress up, very low maintenance, smart, great little watch dogs, and you can take them almost anywhere you go.If you do decide on a Chihuahua, please buy one from a breeder. They are alot healthier, happier, and have a better temperament, than the poor babies sold in pet stores. Pet stores get there puppies from puppy mills, who abuse, and do not take proper care of the puppies they sell to pet stores.

A pug..if you find a good breeder or go to petsmart they have pug rescues you can get good deals! Pugs are the best. They have great personalities, small, cuddlers, greeeat with children and people, they are just the best. We have three pugs and wouldn't trade them for anything in the world!
