It depends on what you believe sin to be and who you think you need to confess to.

Personlly, I don' belive in sin but if I have done something that doesn't sit well with my conscience, I do somthing to right the balance an make up for it as much as I can.

Decide what you believe first, no what other people tell you to believe :-)

Confess with all your heart to God. If you really feel sorry for your sins then God will forgive you.

you confess your sins to God through Christ, if you accept Christ as your Savior God will forgive you. You can only do your best to confess and try your hardest to not do the sinful act again.

In order to be forgiven you do have to confess your sins and repent ( be sorry for what you've done) and honestly mean it.

That is a question that you have to decide for yourself. If you're talking about the bible, it means confessing to god (or maybe a priest depending on your beliefs).

why do you want to confess ?
to clear the scoreboard ?
it doesn't work that way.
for any action, there will be reaction.
when you make a mistake, you will get your karma.
a confession will clear your conscience but it will not help you out from your "payment". a confession will help you be prepared for it.
