I was told the best way to get a parrot to talk was to just repeat the same phrase to it over and over again for about 15 minuets a day. Although I really think the bird has to be kept interested in what your doing. If it isn't it'll ignore you entirely. I found the best thing to do was to start with whistling. Treats work as well in a way. However if they associate the treat with the phrase, they'll only say it when they want something so if you stop rewarding them for it they'll stop saying it.

First your Budgie needs to be male, and under 4 months of age. Trying to teach a Budgie after that is quite difficult.
I have had many Budgies, all male and ALL learnt to talk. Start out by being around your bird as much as possible. Place his cage on a table, sit in front of the cage. Make sure no-one else is in the room,or there are no other distractions.A bird will learn quicker on a one to one basis. Start with no more than one word,"hello" is good, or maybe his name. Just say hello (or whatever) over and over again in a relatively high pitched voice,Budgies respond more to the female voice.I did this at least three times a day, for about ten minutes at a time, for three weeks, by which time, they start to make garbled noises in the back of their throat, before you know it,they say hello!! From then on, you can teach other words, and even sentences, this will be much easier now!! You MUST experience patience, never raise your voice, always speak to your bird in an even tone.Your bird by now will be saying all sorts of things, some you did not even teach him. Beware, once they start talking, they will pick up anything you say!
Females are not very good talkers,so if you want your bird to talk,it must be male.Good luck!!
Forgot to mention, if you want your bird to talk, never place a mirror in the cage! He will talk to his reflection, and not you!!!

Get a football channel on your TV, they think the crowd sounds like a bird chriping to them.
That's why we can't watch football games here >.<
(If you ever here someone talking about budgies, then that means parakeet. Budgie is short for Budgarigar (sorry if misspelt))

have a book on it and birds are very social .so you must if you want them to talk keep them seperate in the case of more than one and then spend alot of time with it.be repetative and give rewards when it does mimic you.also not too many toys around for him make you his play thing.but you must keep up with the time you allow him if you keep the toys to a minimum or youll have a very bored pet.try recording your voice too for when out

The SAME way you teach parrots. Just repeat what you want them to say, over & over in the same tone of voice everyday. You can also teach them to whistle certain things (like "wolf" whistle, but once they start whistling, I think it's harder and takes longer for them to learn to talk).

Repeat what you want them to say, hopefully something simple. Remember they don't talk they just repeat. So say it over and over again and if it tries making the sound of what your saying give it treats!! And then REPEAT!!
