My doggie, Bowser Farnsworth III, likes to hunt, does he need a hunting license? He seems to take whatever he wants from nature, but many times the game is out of season. I don't want him to get in trouble. He has expressed a desire to learn how to fish, but I don't want to go there yet until I find out more about the game laws as they pertain to canines.

Dogs can hunt all they want UNLESS you take them for that specific reason. Then you are considered to be the hunter using your dog as a hunting tool (just like a gun).

Applies to fishing too.

He won't be hunting long if you let him run loose and he upsets a rancher, hunter, or wild animal, or runs in front of a vehicle. Take some responsibility.

Depends on what state you intend to hunt in.
