Yes a person with a tatoo can be buried in the regular part of the cemetary, barring wild circumstances.
A mumaar cannot be buried in the Jewish cemetary. A mumaar is someone who broke commandments because they either didn't care about it, or because they didn't believe the commandment came from G-d. Someone with a normal tatoo was obviously mumaar, because it's against Jewish law to get a tatoo.
(A number from the camps is different, because that wasn't their choice. The Satmar Rav, z"tzl said that anyone with a camp number would never see Gehinnom.)
Because Jews confess before they die, or if they can't speak, are instructed to confess in their hearts, we assume the person with the tatoo has repented from being mumaar.
The exception is if he refuesed to confess and said he doesn't believe right as he died. Then he can be buried anywhere, but not in a Jewish cemetary.

You are right that tattooing is a prohibition from the Torah. But there is a basic principle in the Jewish religion that no matter how much a Jew sins, he remains Jewish. So he can therefore be buried in a Jewish cemetery.
It would be a good idea to have the tattoo removed while the person is still alive, so that he would be guilty of one fewer sin.

The only Jews excluded from Jewish burial are those who commit suicide. Some cemetaries have sections reserved for those who were shomer Shabbat. The halacha states ( Shulcha Aruch, Yo're De'ah, I'm not sure of the exact siman) that one should be buried in an area with others who were of similar religious observance.
