It is in the onion family, so no, but most people who probably just use garlic powder, which looks like the other ground spices they have, consider it as a spice, and it is used in much the same way as other spices, obviously to give dishes flavor, but when cooking you often add it with onions or sautee it, which is different than just adding sprinklings of spices here and there...I think it is sometimes classified in cooking as an 'aromatic,' like carrots, celery and onions sometimes are. And, unlike other ground spices at least, garlic (the fresh kind, the kind you SHOULD be using because it makes a world of difference), burns really easy. Just fyi.

My God! I cannot believe the answerers before me! Garlic is an vegetable, used as an herb. Like onions it is actually in the lily family.

Well since most people nowadays seem to get their garlic from a shaker-can, most people consider it to be a spice.

In its true form, it is a vegetable, and almost indispensable to the well stocked kitchen.

Spices come from the bark, (like cinamon), seeds, (like coriander), or buds (like cloves) of the plant.

Herbs by the way come from the leaves of the plant.
