That depends on what kind of working out you would like to do. Cardio workouts should be fine for any age. If you are wanting try to gain weight and lift some serious weight, I would wait till at least a couple of years after puberty. Lifting before this could stunt your growth. Besides, your testosterone levels just are not that high before puberty. Waiting will give you an extra boost when you decide to work out.

all during your life you should be doing some sort of exercise, but if you mean like joing up to a gym and doing more intense workouts then I suggest maybe 16+, I only say this because most gyms wont allow anyone under 16 to join up becuase most 16 year olds dont have good paying jobs or banks cards for the gyms to get there money from. My 16 year old sister goes to the gym with her school, its called girls PE, they do workout classes, like step ups and yoga and pilates.

Personally I don't think any age is too young to start working out, BUT check with your doctor or have your parents take you to a doctor to get checked out first. It is highly reccommended that before starting any exercise routine that you do it after consulting a doctor to make sure it is safe for your personel health. Good luck.

If you are looking for muscle mass you see the most improvement once you are in or through puberty since you produce high levels of testosterone. Any age is safe if healthy.

You can exercise at any age, but the specific program needs to be tailored. It's not wise to put undue strain on the growth plates at the end of long bones, for instance, until they mature, and different joints mature at different times. It takes a bit of research and planning.

As soon as we are born, we are working out already !!! Its when we get to be sooo lazy that we dont wanna move around. So there's no age bracket really...just listen to your body and when the things you do hurt, then its time to take a rest.
