Ordination is specific to the particular sect or branch of their religious practice. For Catholics and many protestant ministers, they go to seminary for a specific time, then go through an ordination ceremony.
Ask him what kind of ordination ceremony he/she went through.
As far as legal issues, it doesn't matter much. Almost anyone can sign the marriage license.

If a minister is ordained he/she can perform marriages. Unless you're in a state like I am, which is Ohio. A minister has to be licensed by the state as well.
If you r-e-a-l-l-y are concerned about this, ask to see the ordination papers and/or license.
And if you are really, really concerned, you can called your Secretary of State & ask. This kind of info is on record.

Ask him for his ordination certificate. Some states also make them register, so ask him for his registration. Good Luck!
