Just file that away for future information. Unless there was an prior agreement in place, there is no requirement that people send other people gifts. You should be wanting to give. Now, maybe that means next year, you may not feel like giving. And the year after that. And the year after that.

Or maybe you should just send gifts that are appropriate for your brother and/or nieces/nephews.

I'd say continue to be cordial to your SIL, but you don't have to do much more than that, unless you don't care whether you have contact with your brother any more.

Maybe there is a financial reason she is unable to give this time or maybe the meaning behind the gift has changed. Do you give for the real reason of giving or do you give just to get something back? A true gift given means expecting nothing in return.
Could always just ask her or your brother...find out before it festers.

She PLANNED it that way? That's just plain rude.

However, you now have a chance to do something unselfish and not hold it against her; take the higher road and forgive her. Christmas is the season of giving, not the season of getting.
