this is weird that im trying to get help on yahoo. but oh well. i really like his girl, but she has a bf. hes a pretty big loser and she dumped him once already. of course he won her back a couple days after, before i could even ask her out. so the other day i just came out and told her i like her. what should i do! its annoying

If you told her and she didn't immediately break up with the loser to be with you then you need to move on. I could elaborate as to why but if you think about it for a while you'll figure it out.

you need to be a good friend but not so good that she wont want to ruin the friendship by dating you.
(step 1) get all the info you can on the bf. everything she hates and likes about him.
(step 2) listen listen listen. do not put her down for being with him or her feelings for him.
(step 3)support her with any decision she makes. if things are going bad with him tell her everything will be ok. support her even if you dont agree.
(step 4)using info on him make sure to do the things she likes about him, and show her you dont do the things she doesnt like about him. DO NOT MAKE IT OBVIOUS if he drinks and she doesnt like it dont say "wow thats bad i would never drink" instead say "im sorry to hear that i had an uncle with a drinking problem and he got help i hope he can as well"
(step 5)dont try to hard with her try to hard with her friends and or family. if you win over the people she trusts they will winn her over for you. ex: if you go out with her and her friends dont buy her a drink buy all her friends and her a drink. talk to her friends about her current b/f situation. tell them your worried about her and you dont want to see her hurt.
(step 6) once you have her friends on your side they will convince her to leave the b/f and talk you up
the rest is up to you
CAUTION
SHE PROBALY WILL GO BACK TO HIM AT LEAST ONCE

You can't force her feelings D. If she has gone back to her boyfriend it is because she loves him regardless of what you might think of him. Obviously she sees something in him that she trusts and desires.
I also want to ask you why did you think she wanted to date you? Were you only thinking of yourself or her happiness. Because if you love her you would be happy for her. It is hard to swallow but she just wasn't the one for you.
I know you won't like this but "if you snooze you lose."

Well, don't be nervous. if she loves you too, she'll probable dump him and go for you. Or she'll wait a while then let her bf go. If not, well, sorry buddy. Your out of luck then. But high hopes!!!!

You need to hold back and wait. Things will come to you, without you pressing it along. Just sit back and let her dump him the second time. She will come to you.
