Until the end of the year, many carribean countries only require a birth certificate - however, this varies by country and method of arrival. If you are coming back by air after the end of the year, a passport is required to get back into the US. Check here http://travel.state.gov/ for additional information.

I just got back from Mexico and I had to have my passport to get into Mexico, same thing happens to get back to the US...people is saying that this is until next year, but I saw this things happen before the due date.....going thru immigration with a birth certificate is a lot of hazel...I saw this USA citizen in front of us with a BC going tru so much...it took him almost 15 minutes with the immigration officer before they let him go..for us it was not even a minute for each of us.....they scan the passport into their computer and you won't believe the information that it comes out in the screen...is amazing....this happen in both countries....I will advise you to wait for your passport or pay the rush fee....you can have your passport in less than a week...good luck
