No one can. Not a God, not a human. Suffering will always exist as long as there is a sentient being capable of experiencing it.

Perhaps the question should be what could end all of the suffering in the world, in which case I would dare to say a black hole, or a large meteor. In both cases all life would be annihilated, with it suffering, happiness, love, etc.

There will be no need to end all suffering when people stop suffering miserably, and they are able to offer their suffering up to God in prayer. Then the devil will be out of business because dispair will be bankrupt.

1. People can, but most are too self-centered to care.
2. God will, but he is giving all those "evil" people a chance to turn, because he loves them.
3. Many people are trying the best they can.
4. God is working in people's hearts & changing them as we speak (some will respond, most will not).

My thoughts on this...and what I see in the Bible.

God, and nothing more. Man is lame and cannot do anything worth while. No one will ever agree and therefore we will always be suffering.
