I googled "substituting whole wheat flour for white" and got a bunch of hits. The first one I checked said that in general, it'll work. The proportions are a bit different and the site suggested mixing whole wheat with white flour to make the recipe less noticeably different.

No, but it tends to absorb more liquid and require slightly longer to cook, so you may need to adjust the recipe. Note that the texture will also be slightly denser. If possible, it's usually better to mix half whole wheat with half white.

White flour will make them lighter and crispier. Whole wheat flour will make them heavier
