They can do whatever they want. I have seen them with 5+ pulled over at the same time.

Yes, a cop can pull over two people at once if they are successful in waving over a second car. For that reason, they can pull over even more than that.

I've seen The Highway Patrol pull 4 or 5 people over at the same time.

YES!!!!!!!!!!!!!my stepfather is a cop and he has pulled as many as 3 people at the same time

Yep. There's no limit. I've seen one motorcycle cop line up five cars for tickets.

I was in a car when it happened once. I wasn't driving, but he most certainly has two cars stopped at once.
