Definetely not LA. There isn't much to LA but a vast urban sprawl.
Both San Diego and San Francisco are fun. If you plan on going in the winter then I would suggest San Diego because it can get real chilly in San Francisco. If you are going in the summer then I would suggest San Francisco, there seems to be more of a history there and more touristy things to do. On the contrary, San Diego is quite fun in the summer too.

They are all different it depends on what you'd feel like doing, there is great shopping in Los Angeles, however it is so crowded now I live in Studio City,
San Diego is nice, if you are looking for peace and quiet how about a train ride to Napa Valley if you are into that and do some wine tasting and visit a great spa, San Francisco is not too recommended for this time of the year, it's best during summer.
Unless you know someone in L. A. you'd enjoy it otherwise you might end up getting frustrated with crowds and traffic, but there is always stuff to do.
If you go to San Diego visit the gorgeous Coronado Hotel, it'll take your breath away!
This resort is gorgeous too, take a look:

I think you'll go for San Diego it's your best bet, very romantic and alluring too!

I love BOTH!!! Im 28 and live in Scotland, UK and for the past 4 years my boyfriend and I have spent our 3 week vacation staying in San Francisco and driven down to San Diego. The road trip is fabulous, and i always find masses to do in both cities. It is true San Diego is warmer, but both have great climate (especially compared to the unpredictable Scottish summers) Id say the San Francisco attractions can be done repeatedly year after year, while i would not want to go to the likes of sea world more then once. Both have fantastic restaurants and bars and both are supper friendly. My only dilemma is knowing which Baseball team to support while im there. I love, love, love them both!! But at 17 you would probably do better in San Diego, i suppose, as drinking is out of the question.

Having visited two, and currently living in one, I'd say that San Francisco and L.A are much more crowded places than San Diego.

san fran and san diego definitely
places of interest are clustered together with lots to do and see
LA is scattered all over the place and you will spend more time sitting in your car in traffic than anything else and there really isn't anything to see or do in the city of LA and the county is large
