There are numerous FREE programs for creating your own games........ most of which can be difficult to get your head round, such as: http://www.gamemaker.nl/download.html
MICROSOFT has also launched one called "XNA GameStudio Express", but you'll need to learn I think it's either C++ or C# coding I can't remember....... the site for it can be found @ http://msdn.microsoft.com/xna/

just go to www.gamemaker.nl (free)
or www.adobe.com and search for a Flash creator thingy (?)
