Is this for a company or home?
A couple of dos and don'ts --
1) Never use carpet
2) Make sure you have everything grounded to the central power ground in the building
3) Use wrist straps when working on computers
Without more information/specifics, this is the best I can tell you.

Usually a hardwood, laminate or linoleum. Stay away from carpet as it causes too much dust for your computer. Do not forget there is a cooling fan in the computer.
