Hello David

I am currently a 4 handicap, have been around that for the past few years.

I do play the ball down and I also play by the rules so it wouldnt have any effect on me, to the best of my knowledge.

When golfers roll the ball or set it up or shave strokes they are only hurting themselves. Golf is not all about score , it is at least half about how you play the game.

If you gonna play this game you gotta know the rules,,,,and play by them.

You must also remember that the rules help in situations. Alot of people could have lower scores if they only knew the rules and their options.
But on that note, most amateurs I play with break alot of rules and I have to remind them. The most common is touching sand in bunkers when addressing the ball. Second most common is touching the line of their own or their partner's putt.
To answer your question I would add a couple strokes, on average, to each amateurs hcp. Most amateurs and I mean 80% follow the rules very well!

Most recreational golfer dont follow all the rules with out of bounds
some penalty strokes because of some lame rules and mulligans
the average would probably 45!!

They would be my handicap, LOL no it would be the same. I'm a Club Pro so I don't have a handicap
