I put a relaxer in my hair and it stayed in too long so my scalp is burned and some of my hair is stuck to my head.

This is a chemical burn and what's making your hair stick is tissue fluid oozing out and drying. Apply a mild shampoo and let it to remain for several minutes. This should loosen the secretions and allow you rinse it away. It may return even later and will continue to ooze until the burns are sufficiently healed. You may have scabs subsequently. No special treatment is required.

Yikes!
My sister in law owns a salon and I just called her real quick for you. She said relaxers are some of the harshest chemicals you can put on your hair and you're supposed to keep them 1/2 inch off your scalp.
She also said that are different ones, and that will make a difference.
Get the package it came in, there should be a number to call for customer service and have them help you.
She had no quick answer for you - I'm sorry!
