If you do not plan on driving in Chicago ever again, screw it. What are they going to do, put a boot on your shoes? Now they will send the matter to a collection agency after a while, but after that not sure what happens. They might seek to garnish some of your wages, but since you live in Germany, what are the chances of them wasting all that time and money in an international effort to get $100 or so? They'll probaby just suck it up and eat the tickets. You say you own a car in Chicago but live in Germany. Is the car locked up somewhere in a garage or just on the street? is someone else driving the car? If they get a ticket, it will still count against you. and if you get three tickets, you are eligible for the boot. After that, you will have to 1) pay off the three tickets, 2) pay to remove the boot, 3) pay to get the car out of the pound (if they boot your car you have 24 hours to pay the fines or the tow it). If they tow it, you will be charged additional money for each day it's in the pound. Trust me, it adds up. so as long as your car is in a private garage, you're safe.
