I would suspect that your not "interesting enough"...
You should start a blog and tell people a lot about your day, and what your thinking. Take pictures of yourself in interesting scenarios, like if your in school, at home, or doing something totaly radical...
Have group shots of you and your buddies so that they "know" that your not a total geek and dont hang out with anyone...
Put some interesting background about yourself and your interests, your hopes, dreams, and what you want to accomplish in life.

They're probably just browsing through pages. Sometimes people are just looking around, not really looking to add friends to their list. I used to get a lot of "friend requests," but I only add people that I know. But my page is set to private anyway, because I've had too many problems with the wrong kind of people reading what I wrote. Definitely have to be careful with what you make available for anyone out there to read...
