I recieve a letter and stamped on the envelope was "infringements section" , what does that mean?

The lettter was address to me and the area was not that clearly written and there was nopost code. apart from that normal. Ive had letterbefor partialy address but never seen a stamp from the INFRINGEMENTS SECTION

The lettter was address to me and the area was not that clearly written and my surname was not included, and there was no Post code. apart from that normal, It was only a xmas card with addressed incorrectly. stamped by who? The sender? The post office? customs?

well what was in the letter... never heard of that before but maybe something in the letter might give you a clue...
