Pope Gregory XIII with a papal bull announced the reform of the Julian calendar into the Gregorian calendar we use today in 1582.
The year is of course based on the years after or before the life and death of Jesus. The adoption of the Gregorian Calendar by different countries took about three centuries.
Time comes from how long the earth takes to revolve around the sun. Time, length of the week month and year, is still influenced by Genesis (see link below)
The Egyptians and the Mayans were two early cultures that had excellent calendars based on the movements of the earth around the sun (allthough neither of these cultures realized that the earth was round and moving through space around the sun) their calendars were based on things that they saw every year, like the flooding of the nile for instance.

By Chinese people...they use the full moon for guidiance. i think.
