I think I would get him some self help books. Tell him if he lives in the past, he can't live his life today or tomorrow, because he will be trying to change what has happened. It is impossible, He can only put his efforts in trying to make the present better and not make the same mistakes...
He has to forgive himself of any wrong doing which might have caused the painful outcomes.....
He needs to believe in himself again and take steps to heal his soul. He should reconnect at church or spend time helping others who are needy. It will give him purpose and make him feel needed and important once again. Then maybe he can get on with his life. He must be willing to try......

You could sit him down and tell him what he could have ahead of him in a few years or so... just make a prediction... see I kinda want to stay in the past and think of the good times I had with my dog because she has a diese and is about to die.

did something really terrible happen? you didn't explain a lot and it is hard to understand like what kinda past, girlfriend, a good friend, job, etc... I think that it depends on just how bad the "past was" and if it is letting go of someone that he loved a lot, well that is harder, because it is a lot of your own being. Good luck!

I hvae the same problem with mine. I honestly dont know but I think the best way to approach it is to have a nice talk with him and find out what you can do to help him feel better.

your brother should grow up and learn to take care of himself and its not going to do him any good if you fix things for him and help him focus on stuff that he should realize he needs to focus on himself.
