depends on many things.. light colors to save bills from lightning it; blues if you going to have kids in there (kids are soothed by blue tones) if it is for gown ups you might want something more vibrant yellows, maybe even pinks pastel tones
for basements is also recommended to paint a darker color the bottom and a clearer the top.. that will push the roof up and give you more sense of space .... if you want to create a more relaxing ambiance you can do vertical stripes and it will give the room a sense of depth
if the room is very cold try having more warm colors (yellow, reds white, etc) if it is really hot try cooler colors (blues, greens; darks, etc)

Go with an off white and then use lights to make it whatever color you want.
Check out lights at Home Depot or Lowes and they can show you how you can put in lights that will allow you to have any color you want light tint on the walls.
Do not paint your walls a color or a dark color because you will not like it after a month.
Using off white walls and color lights you can have your basement whatever color you want on whatever mood you are in

For a playroom, go with a fun colour. Not overdone, but different from white.
A great colour that will lighten the mood of the room would be a very light beige or a cream colour. If you ever move, you don't have to worry about painting it again because it isn't personalized and everyone loves cream. :)

I am going to guess that your basement also has limited lighting from small windows?
To give the appearance of more light and a happier atmosphere you should go for the "CONTRAST" effect. Paint two walls in a medium dark color.. and two other walls in a lighter, pastel, off white color.
The furniture and accessories should also contrast.
The overall effect is to make things seem brighter, more cheerful and to keep the eyes moving.

I would go with a color that really gives life to your basement because basements are usually gloomy and all. I would go with a very soft yellow or blue, even white would work! P.S. Merry Christmas!

I would choose a light color, such as light yellow, light green or light blue. You don't want to use dark colors since basements tend to lack natural light.
