First off....Throw out anything and everything you do not use.
Separate the remaining items into categories...Home, Children,School, Bills, Equipment/Appliances, Etc.
Make files for each subject and then file the items.
Get an in-box and place new item in it as they come in. Make sure you file once a week.
For really old items (taxes, paycheck stubs) file in an old shoe box and put in the top of a closet.
Keep your desk clean.
