im 17 yrs old 140lbs 5'2". does having muscles on knees stops me from growing?

No. Growth is determined by genetics. At 17 it is still possible you could grow some, sometimes quite a bit particularly if you are male. The way to know is to find out if your epiphyses (growth plates in your bones) have sealed yet. While it can be checked by xray, if you are about the height of your parents and grandparents this might be about it for you.

No, it does not stop growth. Mostly heredity plays a vital role in growth.
