How can you extend the lenth of the video effect?

When using Microsoft Moviemaker the set time for video effects is 5 seconds.......I was wondering is there a way to extend this time? I can find the option to extend transitions but not video effects.

Slow down the speed then save.

So your using windows movie maker? well after you apply the effect to the StoryBoard at the bottom, you place your mouse over one end of the effect and stretch it left or right, this can make the effect shorter or longer..hope this helps..
