It's not obligatory but think how you'd feel if you were those people and got a nice tip. It's a nice way to say "thank you" to people who work hard for you all year...the paper carrier gets up in the wee hours to get your paper to you on time, 7 days a week (they don't get holidays off)...the mail carrier is out there, no matter what the weather, getting your mail to you and they have a rather thankless job these days.
Sure, it would be lovely of you to tip these people to let them know you appreciate what they do for you. I used to tip my paper carrier when I paid my bill and leave baked "goodies" for my mail carrier around the holidays (in the days when people weren't so leary of eating food made by someone they didn't know REAL well).

Having grown up rural CT, and now live in suburban sprawl CA, I can safely say tipping those people is good in any residential type. No matter where you are, it's always good to appease the ones that deliver to you, lest your mail/paper gets "lost".

Tip the paper person, they make minimum wage. Don't tip the mail person, they have a good paying job with serious benefits. If you have an exceptionally nice and good mail person, greet them and tell them merry Christmas-but don't give the a present.

It's not necessary, but the polite thing to do would be to give these people a small tip - certainly the mailman, who has to walk from house to house in all types of weather and probably doesn't get paid too well anyhow. But don't feel pressured to give a certain amount - only give what you can afford.

Doesn't hurt to tip them or at least acknowledge them with a smile and "Happy Holidays", maybe even a small gift or baked goodies. Now as for the people that say "they get paid for their job", what about waitresses? They too get paid but get "tips". They even expect it. where is the "fairness" here?

They are just doing their job, why tip?
I live in Maine too, never tipped and never had a lost package.

I don't the mailman gets a perfectly good salary.
Unless you see him on a daily basis and he does something like hand you your packages instead of throwing them on the porch and I am talking daily.
(same thing with paper guy)
