They do melt. Because of the high fat content, the rest of the biscuit has started to harden by the time the chocolate melts so it stays in place. When it cools, the chocolate solidifies.

Haven't you ever noticed that they are melted when you first take them out of the oven? Then, as the cookies cool the chips cool too and get hard again.

they do get melted it just that as they continue to be i the over an layer forms around the outer chip making the outside hard though its still really isn't even that hard after that, notice how when you bite it its all gooey and melted in the inside...well that because first they melted in the oven but a layer formed over the chip because of the heat to keep it all together and then one you take it out it starts to get hard because there's no heat acting on it and even though its room temp which is pretty warm that's still cold compared to 350 degrees

They do melt. Look at them when you first bring them out of the oven and eat one. That's the best time to eat it but don't get burnt! Then they will harden back up as they set.

they do but the change is reversible they cool very quickly once out the oven
sometimes people put them on once the cookies are out of the oven!
