Sorry, but there is no easy answer here! I'm not sure if you're talking about belly "fat", excess skin, or both. Either way, the only way to lose fat (anywhere on the body) is through a good diet and cardio exercise. I've found Pilates (Winsor Pilates specifically) to be most helpful in strengthening the stomach muscles so that you look as tight and ripped as possible once the body fat comes off. I've fought this problem for years, and these are the things that work best for me.
You can't "spot reduce" weight, no matter what any commercial says. Some of us just struggle with carrying it in different places. This isn't a fast or easy answer, but it will work if you commit yourself! Best of luck!

For me, the treadmill worked--no situps, no crunches,--just the treadmill for about 30 minutes a day (on an incline). It took about three months, but it was worth it!! After that your body is so used to exercising that you can exercise less and keep that toned look. That is just what worked for me, everyone is different!! Good luck!! :)
