on the side of the engine. same side as the driver. it's got it's own belt. the one side of the pump is the fluid reservoir, and it has a thick round filler neck. there's a dipstick on the inside of the filler neck cap.
if you still can't find it look at your driveshaft coming down thru the firewall from your steering wheel. there's a gearbox where it meets the front end to your wheels. the hoses coming out of that gearbox are to and from your power steering pump. if you're losing fluid sometimes it's that thick hose that sends the pressurized fluid from the pump to the steering box. have a friend start the car and turn the wheel back and forth and see if it squirts out anywhere.

It should have a separate belt running to it. It will look like a medium coffee can turned on it's side with a filler neck sticking out of it. If I remember right it's on the left (driver's) side of the engine.

even being a 1978 you might not have power steering it was only
offered as an option on ford trucks then.
