What a bounty hunter does is work for a Bails Bondmen, so when someone skips out on bail the bail bondmen gives the paper work to a person ( bounty hunter) who goes out and finds them for a fee.
If they find them, they get paid, if they don't find them, they don't get paid.
They will pay thier own expenses. Most bounty hunters work in groups, so most likely you would start by working for an experienced bounty hunter as one of his "flunkies" who helps surround the house, stakes out one house while someone else is staking another house and so on.
All of your expenses are yours to pay, your car, gas, food and all is yours to pay, and unless you catch someone you don't get paid.
And you can't just try and free lance and just go catch people, to make a legal "catch" you have to have the bail bond paperwork and be authorised by that bails bondmen to take them in.
And honestly morals and record may or may not have anything to do with it in some groups. Most are high standards but again many others are not.

There are only a handful of schools in the United States that offer the training programs out of basements that are actually authorized by certain state governments. However, while some states approve and have legalized bounty hunter training, many other states have outlawed it altogether. Many countries also frown upon it and it is illegal. If you have a criminal record yourself, then, well good luck with that. Many agencies refuse to emply BHs or BE because of records like such. They believe it can and most of the time gets them caught up with the criminal, regardless if you have changed or not.
There are no official credited agencies or colleges to getting a certificate in this underground field, but, there are those schools that offer such courses and seminars. It's sort of like parapsychology, something I used to do. It doesn't have any real college or schooling you can go to to be recognized as a professional. I do know for a fact there is a school in Philadelphia, Pennsylvania. Where, I don't know. These schools usually go under other names.

Call a sheriff in your county and they could probably steer you in the right direction. I imagine you would probably have to take some courses in law enforcement and become bonded. Good luck because that is a dangerous job.
