I think you should do it face to face rather than in an email or over the phone.
Why don't you just start chatting to him one day about normal things and then before you leave each other just say "hey you wanna go out for a drink sometime, or a coffee?"
Worse thing he can say is no, at least you have had the guts to ask him out in the first place.
