you have to communicate with people that you aren't naturally comfortable with to really expand.

I guess I'm going to be the odd man out here. I think open communication skills start in the home. I am a shy person but I find I can speak better with others because my family has given me the proper skills. Sometimes all it takes walking up to a person and saying hello.

Your family is there to help you, but the best way to be more out there would to actually get out in the world and show yourself friendly and let them get to know who you are. The only way to get talking skills to to practice, do your best when talking with others and new people you meet. Practice makes perfect.

no, it doesn't. talking to your family is not at all like "getting out there".
your family loves you unconditionally, or they're supposed to, so they may not be as...real, as the people you'll encounter "out there".
as far as how long it will take for you to "be more out there", that's entirely up to you. do you want to get out there today? walk up to someone you've never really talked to and say, "hi, how ya doing?". if you're scared of what they'll think of you, say it to someone you don't know, that way their opinion won't really matter. do it everyday. you will run into someone who'll talk to you. that's how you get out there.
your circle of friends or acquaintances will not grow talking to your family. talking to your family is like sleeping with your favorite teddy bear. no matter what you say or do to it, it'll always be there, until you throw it away.
getting out there is about taking chances.

Take a Dale Carnegie class. That'll help you gain communication skills. Your family might not do it.

It depends on the kind of person you are.
I talk with my family and yet outside its hard to talk because I'm shy and yet to my familiy i'm completely the opposite

No it does not because I tend to talk to them in slang, however talking with my co-workers at work helps me be more articulate and professional when I am explaining something.
