reaches the top as a man or woman (after they learn to walk)
goes down w/ 3, two legs and a cane (elderly)
it is refering to a person aging.

It's a person. They start out their life (up the hill) on four legs (hands and feet) then, as they get older (reaches the top and over), they walk on two feet (with 2), and then, when they get very old (comes down till the end) they use a cane+2 legs (end with 3).
