Sounds like your bird either damaged his neck in the fall or your bird has had a stroke. As you say he is unsure of his balance,I'm inclined to think stroke. Soft motions are a sure sign of illness in a bird. He needs to see a vet as a matter of urgency. Please do so quickly, so your bird does not suffer longer than necessary.

Wow! You have had 16 wonderfull years with a good feathered friend. You are very lucky that he has been around you so long.
I'm thinking that because of his age that he has maybe had a small stroke.
Theres not much you can do except to make him happy and content as possible and let him know just how much you love him..of course I bet he already knows that.
It doesn't sound like he has too much time left here. But that's ok. You are a very good mommy to him and he would want no other.
There is a web site called:

It will help you through this tough time..

Sixteen is quite a good age for your budgie, so it would seem that any injury or fall would have more effect on him than it would a younger budgie, especially since his reactions will not be as good. It sounds very much like your bird has damaged his inner ear, which is responsible for balancing.

This would make him hang his head to one side and will be disorientating for him. However, if his stools are softer than normal, there may be additional complications. I would recommend that you take your bird for a full examination.

If he fell off his perch, I'd say he's getting a little old. 16 years is a pretty good lifespan. You can talk to a vet if you want, but I don't see exactly what they'd be able to do. I'm sorry to say this, I feel bad, but maybe just letting him alone or doing euthanasia would be the way to go.

Honey, take that infant to an Avian Vet ASAP, that may not meant to be happening. It appears like he's suffering for Zinc/Lead poisoning, in case you're on the vet, take the cage besides and function them take a seem at it. there are maximum of remembers at present with cages that incorporate intense lead and zinc levels on the exterior that are poisoning. have you ever lit any candles? Cooked with any Teflon pans? Sprayed air freshener? Please, make an appointment at present.

He is old and needs attention--you may want to seek medical attention for him--he is eating a drinking so that's a good sign-he may have just bruised himself--ask a doc for sure. keep an eye on him.
