Expensive programs like Microsoft Powerpoint can be avoided by using free software such as OpenOffice -

If you have Windows, there's the chance that you might have Windows Movie Maker. It's great for that kind of stuff.

PowerPoint will do it.

You might have to burn it as a VCD or SVCD so that it's playable on DVD players.
I'm not sure if PowerPoint can burn, or if it does how it works.
