In order to measure your rmr you need to know the % of fat in your body. To do a body fat measurment i think its better to be morning and that you should drink any water for 1-2 hours before.

So to figure out your resting metabolic rate you do the following:

Total Weight - Pounds of fat = "active" weight

Active Weight X 15 = Resting Metabolic Rate

Every pound of "active" weight burns 15 calories in rest. So if for example someone is 150pounds and his body fat 20% that means his active weight is 120pounds.

So his rmr is 120 X 15 = 1800 calories

So if he comsumes 1800calories every day he will maintain his weight
if he consumes more and don't change his daily activities he will gain weight and if he increases his activities and reduces his calories he will lose weight.

If you consume 500calories less than you burn you will lose 1 pound a week.

Hope i helped.

No.

The only way to officially determine your metabolic rate is with an oxygen sensing device used in athletic training centers and medical universities for research.
