Most likely, yes. But the fact that you have to ask this question on a non-dog website to a bunch of strangers means that *you* should not breed any dog, no matter their age. An ethical breeder would not have to ask this question as they would be in the breeding and showing world and already know the answer.
I'm guessing that you dog has also not undergone any of the confirmation tests or genetic testing as well. A dog that has not undergone such tests should not be bred.
Having a purebred dog does not mean he should be bred. If you don't believe me, read up on the AKC and Bull Terrier Club guidelines on breeding.

Sorry, but I have to agree with the girl that said if you don't know, than you shouldn't be breeding him. You should never just breed a dog for fun - there are too many dogs that need homes out there. It's different if you were showing him or something, but if he's just a pet, let it go.

He maynot be too old to try, but as a dog ages the sperm count drops. You can have your vet do a sperm count on your dog to make sure he would be a good candidate for breeding. We recently sired 2 litters of Bulldogs with a 10 year old bulldog and he did fine. His health and care have been great though. You can always try.
