Use the timer function of your camera.
If you're outdoors in direct sunlight, turn on the flash to fill in the shadows on your face. Otherwise, try to find an area with light that's bright enough so your camera doesn't automatically use the flash, but diffuse (indirect) so as not to create harsh shadows. A cloudy day works fine, as does a room lit with bright but diffuse light.

I am about to do that tonight taking shots of myself at my desk. I will be using digital camera on a tripod for 100% steadiness and the timer on the camera. Flash will come on if need be.

hire a professional? - go to a WalMart and work with the photographer there. They will pretty much do whatever you like and take up to 7 poses. All that is required of you is to buy the base package which is usually quite cheap (less than $10). And if you like the other poses you have options to buy them as well.

With some sort of clear background behind you, decent lighting, and a good digital or manual camera.

It depends. What are the photos going to be used for? ARe they a gift? Are they sports actions shots? Are they sexy? See, it depends.
