Yes, but don't use as much as the powdered sugar is finer and will pack tighter (less air space) ... so 1 cup of powdered sugar will equal about 1 1/4 to 1 1/2 cup of regular sugar

I would say yes. I agree that the ration might be different, but I use powedered sugar to make my sugar cookies and they always turn out great. Never tried it in a cake though.

No, regular sugar is totally different than powdered sugar.

No. Powdered sugar has anti-caking agents added to it. That will mess up the texture of your cake.
